What happened
Michael lives in New Zealand and holds dual citizenship: New Zealand and his country of birth. He booked an appointment at that country's consulate in Auckland to apply for a passport. For his application, the consulate required a New Zealand police certificate.

Why a few days late became five weeks

What a New Zealand police certificate is
New Zealand does not issue a document called a “police clearance certificate”. When a consulate, embassy or employer asks for a police certificate, the New Zealand document that meets it is your criminal record from the Ministry of Justice. It is free to request online or by paper form. Some countries want the full record of convictions rather than the standard record, so check which one before you apply. These are the government's maximum times, so most people get their documents faster. Plan on the maximum anyway: the risk is not a slow week, it is losing the appointment.
But not too early
Some consulates only accept a police certificate issued within a set period, often a few months before the application. Check the consulate's rule, then request the record inside that window but early enough to cover the times above.
If it has not arrived before your appointment
- Call or email the consulate before the appointment, not on the day
- Explain which document is outstanding and when you expect it
- Ask whether to keep the booking, reschedule, or submit it later; only the consulate can decide
